It is heart-warming to see the neighbours taking their dogs out for a walk but it is heart-burning when the owners fail to clean up after their loving-pet has urinated or defecated especially dogs that potty-stop in neighbours’ garden, against their drive way or even right outside their house. This action can cause frustration and inharmonious between nearby residents. So does the owner hold responsibility towards their dog’s behaivour? Is it true you cannot do anything about it?

You can exercise your rights by lodging a complaint to the local council against the irresponsible dog owners, e.g.: Dewan Bandaraya Kuala Lumpur (DBKL). Under the Licensing of Dogs and Kennel Establishments (Federal Territory of Kuala Lumpur) By-Laws 1991, the dog owner who is found liable for failure to ensure that their dogs urinate or defecate at the right place will be issued a fined up to RM400 by DBKL.
