Letting out fireworks without any licence is still an offence in Malaysia!
Section 3(5) of the Minor Offences Act 1955 has stated that any person who lets off any firework, except in accordance with the terms of an order or a licence issued under this section, shall be liable to a fine not exceeding one hundred ringgit or to imprisonment for a term not exceeding one month or to both.
