Clumsy has lost his identitiy card for a few times and thus, his mother has kept his new identity card and told Clumsy that he can go out without his identity card as the police will believe that he has a valid Malaysian identity card with his authentic Malaysian looks. Is that true?

If the police officer has requested Clumsy to produce his identity card which he failed to do so, he may be charged for committing an offence under Section 25(1) National Registration Regulations 1990 where he shall be liable on conviction to imprisonment for a term not exceeding three years or to a fine not less than RM3,000.00 but not exceeding RM20,000 or both
